فساد اداری بشکل گسترده و سازمان یافته در اداره مستقل ارگانهای محلی هنوز ادامه دارد…

قبلا بتعداد بیست ودوبست قراردادی مربوط به برنامه (UNDP/ASGP) در مربوطات اداره مستقل ارگانهای محلی به اعلان سپرده شده بود که در اعلان و استخدام آن فساد صورت گرفته بود و اسناد آن خدمت شما ارائه گردید. بعد از بررسی اسناد جدید اکنون به نظرمیرسد که این ارقام از بیست ودوبست به حداقل سی وهفت بست میرسد که اسناد متباقی پانزده بست جدید قرارذیل میباشد.

بحث: تمام بست های که در صفحه انترنیتی (www.jobs.af) به اعلان سپرده میشود بشکل اتومات کودگذاری میگردد که هر بست اعلان شده دارای کود مشخص میباشد مانند (cpanel.jobs.af/Afghanistan/39140) که (39140) کود بست اعلان شده میباشد. این کودگذاری از شماره (1) الی تعداد بست اعلان شده (یکی پی دیگر) صورت میگیرد. اگر به بست های اعلان شده از کود (39140) الی کود (39820) پرداخته شود که چند نمونه آنرا نیز ضمیمه نموده ام، به مشاهده میرسید که روند کودگذاری و تاریخ اعلان در تمام بست ها بشکل منظم میباشد به استثنای فقط پانزده بست که در لابلای این بست ها در مربوطات این اداره به اعلان سپرده شده، دور از امکان و منطق است که تاریخ بست های که قبلا و بعدا به اعلان سپرده شده باشد بطور منظم ودوامدار باشد اما تاریخ اعلان بست های که در لابلای این بست ها به اعلان سپرده شده باشد غیرمنظم (تاریخ قبلی) باشد پس ثابت میشود که بمانند بیست ودوبست قبلی در تاریخ اعلان پانزده بست جدید نیز جعل صورت گرفته.

اصل موضوع:

کارمندان عالیرتبه اداره مستقل ارگانهای محلی { ایمل صالح زی (رئیس استخدام) و روح الله نیازی (رئیس عمومی منابع بشری) } بخاطریکه توانسته باشند کاندیدان دلخواه خود را در مقابل شناخت، واسطه و پول مقرر نمایند، بست ها را به چندروز محدود به اعلان میسپارند و در تاریخ اعلانات جعل مینمایند تا تعداد کاندیدن تاحد امکان کمتر و چانس برنده شدن کاندید دلخواه شان بیشتر باشد. ضعیف ترین کاندیدان شارت لست میگردد و در بعضی موارد حتی کاندیدان خیالی ایجاد میگردد و درصورت کم بودن تعداد کاندیدان از اثر کم بودن مدت اعلان به کارمندان داخلی اداره هدایت داده میشود تا رقابت نموده و به نفع کاندید مشخص ناکام شوند. آنعده کاندیدان که از نزدیکان شان و مورد اعتماد شان هستند سوالات امتحان با کلید آن در اختیار شان قرار داده میشود و همچنان به پنل (افراد موظف مصاحبه گیرنده) هدایت داده میشود تا همان شخص را خوبتر نمره دهی نمایند. سایر کاندیدان را از مرکز و ولایات نزدیک ودوردست به ناحق به زحمت میسازند تا فقط توانسته باشند پروسه را شفاف جلوه داده راه نجات از پنجه قانون داشته باشند.

توجه: اگر به سه بست اعلان شده دارای کودهای (39818)، (39819) و (39820) پرداخته شود معلوم میشود که تاریخ نشر اعلان بست های (39818) و (39820) تاریخ (29/08/2015) میباشد و بست (39819) مربوط به اداره مستقل ارگانهای محلی که در بین این دو بست به اعلان سپرده شده تاریخ نشر آن (01/07/2015) و تاریخ انقضاء آن (19/07/2015) میباشد. یعنی نه تنها در تاریخ نشر جعل صورت گرفته که از (29/08/2015) به (01/07/2015) تبدیل شده بلکه یک روز هم بست در اعلان نبوده چونکه بست به تاریخ (29/08/2015) نشر شده و تاریخ انقضاء آن (19/07/2015) قبل از تاریخ اصلی نشر آن میباشد. در این صورت ثابت میشود که از اثر اعلان ننمودن بست مذکور، کاندیدی وجود نداشته و کاندیدانی که نیز در پروسه استخدام رقابت نموده اند کاندیدان خیالی هستند که ایمل صالح زی و روح الله نیازی ایجاد نموده اند.

تمام بست های قراردادی مرکز این اداره به بیشتر از هشتاد بست نمیرسد که نظر به اسناد موثق ارائه شده در استخدام سی وهفت بست آن (بیشتر از چهل وپنج فیصد) جعل و فساد بوده. همچنان شما خود قضاوت بکنید که فقط در مدت دوماه و فقط دربست های قراردادی بتعداد سی وهفت بست جعل و فساد میشود پس در مدت یک سال و تمام بست های قراردادی وخدمات ملکی بتعداد چند بست جعل و فساد خواهد شد… اداره مستقل ارگانهای محلی که تمام والیان، ولسوالان، شاروالان تحت اثر وشوراهای ولایتی تحت هماهنگی آن میباشد – باید میان سایر ادارات یک الگوی از حکومتداری خوب و عاری از فساد اداری میبود در حالیکه به چنین فساد و بدبختی ملبس است.

از مقامات ذیصلاح احترامانه خواهشمندم تا قضیه را بررسی و عاملین فساد را مورد پیگرد قانونی قراردهند.

Corruption at IDLG/UNDP-ASGP – Version 2

Corruption still continues at Independent Directorate of Local Governance…

Previously twenty-two UNDP/ASGP positions at IDLG were announced that the vacancy announcement dates were faked and corruption was done in recruitment process, and the evidence was sent. After reviewing new evidence, it has been revealed that the number has increased from twenty-two to thirty-seven positions of which evidence is provided as following.

Discussion: All the positions being announced on (www.jobs.af) are coded automatically by the website and each position has its unique code like (cpanel.jobs.af/Afghanistan/39140) that (39140) is the code. This code starts from (1) and continues through the number of positions announced. If you refer to positions with codes from (39140) to (39820) the sample (some positions) of which I attached, you will realize that the coding is organized and regular, except only fifteen positions announced by IDLG among these positions. It is without possibility and logic that the positions being announced before and after these (IDLG) positions have regular chronological positing dates and the IDLG positions announced among these positions have no chronological order (are with previous dates). As a result, it is known and proved that the positing dates of fifteen positions are faked.

Main Topic:

IDLG senior officials { Emal Salehzai (Recruitment Director) and Rohullah Niazi (General Director of HR) }, in order to recruit and appoint their candidates for relationship and money, announce positions for limited days and fake the announcement dates so the number of candidates are decreased and chance of their candidates is increased. Weakest candidates are shortlisted and in some cases ghost candidates are created. In case of very few candidates (due to limited days of announcement) the internal employees are asked to participate in recruitment process and get failed so that their candidates could pass through the process. Those candidates having close relationship with them and are trustworthy, are even given questions and keys (answers) and the interview panel is told to give more score to those candidates. They bother candidates from center and close and distant provinces just to show the process is transparent and to have an escape-way from the legal authorities.

Attention: If you refer to positions with code (39818), (39819) and (39820), you will realize that posting date for the positions with code (39818) and (39820) is (29/08/2015) and the positing date for the position with code (39819) announced at IDLG is (01/07/2015) and expires on (19/07/2015). It means that not only the posting date is faked from (29/08/2015) to (01/07/2015) but also that the position has never been announced as the expiring date of the position (19/07/2015) is before the original posting date. In this case, it is proved that due to not posting the vacancy, there was no candidate and that the candidates who went through the recruitment process were ghost candidates created by Emal Salehzai and Rohullah Niazi.

All the contractual (UNDP/ASGP) positions within IDLG central office do not reach to more than 80 positions and the corruption is done in 37 positions (more than 45%) positions according to provided evidence. Besides, the corruption is done within 2 months only and in contractual staff only, and now you can imagine the number of positions (corrupt) within a year both in contractual and civil servant positions. IDLG under which all governors, district governors and mayors are working and coordination of provincial councils are done, should have been a symbol of good governance and free of corruption while it is equipped with such corruption.

I am respectfully requesting senior government officials and law enforcement authorities to investigate the issue and legally prosecute the people involved in this.
