فساد گسترده در اداره مستقل ارگانهای محلی

با تقرر غلام جیلانی پوپل در اداره مستقل ارگانهای محلی، زمینه های فساد بیشتر شده…

بتعداد بیست ودو بست قراردادی مربوط به برنامه UNDP/ASGP در مربوطات اداره مستقل ارگانهای محلی به اعلان سپرده شده است که در این بست ها فساد گسترده و فساد سازمان یافته صورت گرفته و در این موضوع ایمل صالح زی رئیس استخدام و روح الله نیازی رئیس عمومی منابع بشری دست دارند که توسط نادر یما معین پالیسی و مسلکی این اداره حمایت میگردند.

صالح زی بتعداد بیست ودوبست قراردادی را در صفحه انترنیتی www.jobs.af به اعلان سپرده و مطابق به اسناد موثق موجود در تاریخ نشر آن جعل نموده است. متل خیلی مشهور است که دزد هرچقدر ماهروهوشیار باشد ولی بازهم ازخود یک اثر باقی مینماند. تمام بست های که در صفحه انترنیتی فوق الذکر به اعلان سپرده میشود بشکل اتومات صفحه آن کود میگیرد که این کود از یک آغاز و به …… تعداد بست های اعلان شده میرسد که این به اساس ظرفیت خود صفحه میباشد و هربست اعلان شده دارای کود مشخص میباشد مانند – cpanel.jobs.af/Afghanistan/39060 که ۳۹۰۶۰ کود بست اعلان شده میباشد. صالح زی حین اعلان بیست ودو بست در تاریخ نشر آن جعل نموده ولی نتوانسته در کود آن جعل نماید.

اگر به بست های اعلان شده از کود cpanel.jobs.af/Afghanistan/39060 الی کود ۳۹۱۴۰ پرداخته شود که چند نمونه آنرا نیز ضمیمه نموده ام، میان هشتاد بست که به اعلان سپرده شده تماما تاریخ های نشر آن از یازدهم الی چهاردهم میباشد البته به استثنای فقط بیست ودو بست که در لابلای این بست ها در مربوطات اداره مستقل ارگانهای محلی به اعلان سپرده شده که تاریخ نشر آن اول میباشد. امکان ندارد که بست های قبلی بتاریخ یازدهم نشر گردیده باشد و بست های بعدی بتاریخ اول… پس ثابت میشود که جعل شده.

دوبست برای شخص ایجاد گردیده که یکی آن هماهنگ کننده ولایتی میباشد تحت اثر معینیت پالیسی ومسلکی که در آن از خویشاوندان نزدیک نادر یما معین پالیسی ومسلکی تقرر حاصل نموده و دیگر آن هماهنگ کننده امور ولایتی میباشد تحت اثر ریاست برنامه ها که در آن برادر روح الله نیازی بنام عبیدالله نیازی تقرر حاصل نموده و در تقرر متباقی بست ها یا واسطه استفاده شده، یا پول نقد اخذ شده، یا معاش ماه اول گرفته شده و یا هم معاش نیم شده که این عمل معاش نیم کردن قبل از غلام جیلانی پوپل هم وجود داشت که شخص خودش نیز در جریان میباشد و تا به اکنون این روند ادامه دارد.

بخاطریکه توانسته باشند کاندیدان دلخواه خود را مقرر نمایند، کاندیدان واجد شرایط و قوی را شارت لست نمی کنند و تنها کاندیدان ضعیف را شارت لست مینمایند و حتی در  بعضی موارد کاندیدان خیالی ایجاد میگردد. در بعضی موارد کاندیدان آگاهی ندارند و بنام شان اوراق شارت لست و امتحان تحریر و مصاحبه ترتیب میگردد که در این کار صالح زی از استعداد فوق العاده برخوردار میباشد. در بعضی موارد به سایر کارمندان هدایت داده میشود تا در رقابت شرکت نماید و قصدا ناکام شوند تا کاندید مورد نظر کامیاب شود. حتی مواردی وجود داشته که به کاندیدان سوالات با کلید داده شده و حتی مواردی که اوراق امتحان تغیر داده شده است. اگر این بیست ودو بست تفتیش گردد، معلوم خواهد شد که قوی ترین کاندیدان شارت لست نگردیده و کسانی شارت لست و کامیاب گردیده اند که حتی خلص سوانح آنها به اداره فرستاده نشده که کاندیدان مکلف اند از طریق ایمیل درخواستی ارسال نمایند.

جعل در اعلان بیست ودو بست، شارت لست ننمودن افراد قوی، شارت لست نمودن افراد که حتی خلص سوانح شان به اداره ارسال نگردیده، ایجاد دو بست برای اشخاص خود نماینگر فساد گسترده و سازمان یافته است. آنعده جوانان که دارای استعداد و توانائی های فوق العاده میباشند و برایشان کار پیدا نمیشود علت اینست که چنین افراد حق آنها را تلف مینماید و بجای شان افراد بی کفایت خود را مقرر مینمایند. ایمل صالح زی و روح الله نیازی از دلالانی هستند که بست های اداره مستقل ارگانهای محلی را در مقابل واسطه و پول میفروشند و سایر دلالان آنها را حمایت میکنند.

غلام جیلانی پوپل اگر از موضوع آگاهی دارد به این معنی است که خودش در این قضیه شریک میباشد و اگر آگاهی ندارد به این معنی است که شخص موصوف ضعف مدیریت دارد و باید استعفا بدهد. در ضمن بنده خواهان این هستم تا ایمل صالح زی و روح الله نیازی بخاطر فساد گسترده و سازمان یافته به پنجه قانون سپرده شوند و همچنان این بیست ودو بست دوباره به اعلان سپرده شود و پروسه استخدام به دوش یک نهاد سومی عادل، باانصاف و بیطرف باشد.

Corruption at Independent Directorate of Local Governance (IDLG)

Twenty-two contractual UNDP/ASGP positions at IDLG have been announced that organized corruption has been done in these positions. Emal Salehzai (Recruitment Director) and Rohullah Niazi (General Director of HR) are involved in this and are being supported by Nader Yama (Deputy Minister, Policy).

Salehzai has announced twenty-two positions on www.jobs.af and according to available evidence, he faked the dates posted. There is a very famous proverb that no matter how smart the thief is, he always leaves something behind. All the positions being announced on the above cited website, a code is generated for the vacancy page. It starts from one and goes through …… (the number of vacancies being announced). Each position being announced has a specific code such as cpanel.jobs.af/Afghanistan/39060 and the code is ۳۹۰۶۰. Salehzai could change the dates posted for these vacancies but not the codes generated by the website.

If you refer to the vacancy announcements from cpanel.jobs.af/Afghanistan/39060 – through 39140 (that I also mentioned some of them as following), you will notice that all the eighty positions are announced and dated from 11/07/2015 through 14/07/2015; except those only that are announced by IDLG and the dates posted for them are 01/07/2015. It is not possible that the positions posted before had positing dates of 11th and the positions posted among or after them has posting dates of 1st day of July 2015. It proves that all dates are faked.

Two positions are created specifically for persons. One of them is Provincial Coordinator under supervision of Nader Yama (DM Policy) whose near relative is appointed in this position and the other is Provincial Affairs Coordinator under supervision of Programs Directorate that Obaidullah Niazi the brother of Rohullah Niazi (GDHR) is appointed in this position. The remaining positions (not newly-created) are recruited against cash money or first month pay or either the half of every month’s salary, that getting half month of some staff salary by recruiter was also happening before Ghulam Jelani Popal and he is also aware of this and it is being continued till now.

In order to recruit and appoint their own candidates, they don’t shortlist qualified or strong candidates and instead they shortlist only weak candidates and in some cases even ghost candidates are created. In some cases, the candidates are not aware and the shortlist, written test and interview papers are made by their names and Salehzai is very expert in this. In some cases, other internal staff are told to participate in process and intentionally get failed so that the candidate passes. In some cases, candidates are given questions and keys (answers) prior to examination date and time and this also happens that even answer sheets are changed. If these twenty-two positions are audited, you will realize that strongest candidates are not shortlisted, and the shortlisted candidates are those who even has not submitted their CVs as every candidate shall submit CV through email to IDLG HR.

Faking (forging) the posting dates for twenty-two positions, not shortlisting strong candidates, shortlisting candidates that has not even sent their CVs and creating two positions specifically for persons is corruption itself. Those young people having outstanding capacity and capability and still are not finding jobs is that corrupt people like these appoint their own disqualified, and incapable candidates. Emal Salehzai and Rohullah Niazi are the dealers of IDLG positions who are dealing and selling these positions for relationship and money and others are supporting them in this action.

If Ghulam Jelani Popal is aware of this, he is also involved. If he is not aware, he does not have the capacity and capability to administer or manage IDLG and he shall resign. Besides, I want Emal Salehzai and Rohullah Niazi to be introduced to law enforcement authorities for this organized corruption and these twenty-two positions shall be re-announced and the recruitment process shall be given to a third neutral and just organization.
